The records consist of correspondence with governments and contain comments with regard to the report of the Committee on the right of everyone to be free from arbitrary arrest, detention and exile. The report of the Committee was written on the basis of statements by Governments and country monographs prepared by the Committee and the Division of Human Rights. It was divided into several parts and sections, each part or section containing an analytical summary and some concluding remarks. Governments were requested to comment separately on the analytical summary and the conslusions.
