In 1961 the Commission on Human Rights called for a separate study on the right of arrested persons to communicate with those whom it is necessary for them to consult in order to ensure their defense or to protect their essential interests (resolution 2 (XVII)). The records consist of submissions from Sweden, Spain, Afghanistan, Congo-Brazzaville, Colombia, Republic of China, the Vatican, Sierra Leone, the Federal Republic of Germany, Turkey, Cameroon, and Ivory Coast on the right of arrested persons to communicate. The file also contains an outline of the study.
