In 1961 the Commission on Human Rights called for a separate study on the right of arrested persons to communicate with those whom it is necessary for them to consult in order to ensure their defense or to protect their essential interests. The Commission requested the committee to submit a preliminary report on the study to the Commission at its nineteenth session in early 1963. The records include submissions from NGOs on the right of arrested persons to communicate with counsel.
