The records consist of previously confidential correspondence related to the Haitian request for a UN mission to supervise the presidential elections. The general consensus of opinion in the Secretariat was that the UN should not risk involvement in national politics, especially in a volatile situation that might open up the UN to criticism from all sides. Furthermore, it was agreed that the programme under General Assembly resolution 926 (X) was not designed to assist governments in ad hoc emergency situations; it was rather a long term action of education.
