Aaland Islands Question - Mr. Gilchrist - Record of conversation with Mr. John W. Davis concerning the possibility of his accepting an appointment as a Member of the Legal Commission to advise the Council - Personally he appears keen to accept, but fears the Department of State will not view the proposition favourably - The two other lawyers suggested are: Dr. Max Huber, Councillor of State in Switzerland, Dr. Struycker, Councillor of State at the Hague.

Aaland Islands Question - Lord Hardinge, Foreign Office, considers the sending of an impartial Commission of Enquiry preferable to arbitration, as both parties will expect a decision from the League of Nations - Is supplying Mr. Balfour (as representative) with papers on the Aaland Islands, but requests that he cannot furnish the Secretariat with confidential Foreign Office documents.
