The files and responsibility for School Based Budget moved with Parry when he transferred to Associate Superintendent Planning & Development Services in 1979-80. By 1980-81 School Based Budget was implemented district-wide.

Series consists of bulletins modeled after the publication, The Kansas City Schools, that were first issued in Jan 1949. The EPSB Annual Report 1949 refers to the new publication as a bulletin. This series begins with the second issue in Mar 1949. With the exception of 1949 and 1955, two bulletins were printed each school year, one in the fall and one in the winter. Each issue included a message from the Superintendent and information about the school district. The final bulletin was issued in Feb 1961 after which it was removed from the budget at the Board’s request.
